REGULATION OF BUILDING ENERGY EFFICIENCY (KENAK)

With KENAK is institutionalized the integrated energy design in buildings to improve energy efficiency in buildings, saving energy and protecting the environment, through concrete actions:

  • Study of the Energy efficiency of Buildings
  • Establishing minimum requirements for energy efficiency in buildings
  • Buildings Energy Rating (Energy Efficiency Certificate)
  • Energy audits of buildings, boilers and heating and air conditioning

Energy Efficiency Study of Buildings replacing the study of heat and be prepared for each building (over 50 sqm), new or existing which radically renewed based on a specific methodology which states:

the requirement of minimum coverage of the building on the design of the building envelope and electromechanical systems and
compare and contrast with a reference building. As a reference building means a building with the same geometry, position, orientation, use and operating characteristics of the building in question but that meets minimum standards and has defined technical characteristics. The Energy Efficiency Certificate valid for ten years and for all buildings, total area exceeding 50 sq.m., new or existing witch are subjected to major renovation, existing building area over 50 m or parts of these, when sold or leased and all buildings of public and broader public sector. The requirement of Energy Efficiency Certificate when buying or selling a building or renting out is implemented by January 9, 2011.

The Energy Efficiency Certificate includes the results of the evaluation of energy inspector and recommendations for improving the energy efficiency of the building, so that consumers are able to compare and evaluate their actual consumption and any opportunities for improving energy efficiency. The certificate is mandatory.

The energy audit is an important diagnostic tool in energy status of existing buildings and potential for improvement, but also the implementation of legislation on energy efficiency of new buildings. The private energy inspector, who will join the Register of Energy Inspectors YPEKA, inspect the building and placing it into energy category by the ratio of consumption of the building to the consumption of the reference building.

The check for the correct application of the institutional framework will be made by the Special Inspector Office of Energy, established the Special Secretariat for Inspection & Energy YPEKA and staffed with officials of public and broader public sector.

The benefits from KENAK are economically, socially and environmentally. The economic benefits relate primarily to reduce operating costs and maintenance costs of buildings, and the revival of building activity. The social benefits are creating new jobs and improving the quality of life and environmental benefits related to reducing emissions, especially carbon dioxide, with a significant contribution to combating climate change and energy saving.
